I done the power plant thing I have talk to the man in the radio place but i cant find the item in my bag and the sorlax has not moved help me

The item that was given to you is an upgrade for your radio. It allows you to listen to Kanto radio stations and if you go into the radio and move the cursor all the way up you will see that it also gives you the poke flute. If you tune the radio to the poke flute then go up to the Snorlax it should wake up and battle you.

You have to look on your Pokegear and find the Pokeflute radio station. If you play that channel when you're close enough to the Snorlax, it should move out of the way for you.
