In Olivine city, there's a house where a girl gives you three random seals a day. The house can be found in between the Poke mart and the lighthouse. The girl is in the house closer to the lighthouse.

I don't think there's a way to buy seals, but you can receive them. Once you heal the sick Miltank, you should get a seal case. Go to Olivine where this girl in a house will give you three different Seals every day.

You do not need to buy them after you feed about five or six oran berrys to the sick miltank go to all the houses and talk to them until someone gives you the seal case and talk to the little girl
