Togepi has to have high friendship in order for it to evolve.

When Togepi's happiness reaches it's max, It'll evolve into a Togetic. When you use a Dawn Stone (I believe, or it's a Shiny Stone) on Togetic, it'll evolve into a Togekiss.

In order to evolve a Togepi into a Togetic, you must first get the happiness of the Pokemon up to a very high level. Once the happiness up to a high enough level, make it go up one level through battle and it will evolve into a Togetic. If you're wanting to go one step further and get it to a Togekiss, you must use a Shiny Stone on it. Best of luck with the evolving.

To get togepi to evolve into togetic you must get togepi's happiness level up to 220 the friendship checker will say "Your Pokemon really likes you a lot." after that level him/her up here are some ways to get happiness up
-Have it in your party
-give it soothe bell
-use vitamins on it
-level it up
-give it massages via the massage person in goldenrod and give it haircuts in golden rod
