Only way I know of cloning a Pokemon in these games is with the use of an Action Replay. You would have to find a code for this, I'm a afraid.

There is a working Action Replay code for cloning Pokemon in SoulSilver and HeartGold and it's pretty short. Unfortunately I don't have the code and if you do have an Action Replay you could try asking in the Pokemon Action Replay Forum for the code. I know on Pearl and Diamond there was a GTS glitch that let you clone Pokemon, but I have no idea if it works for SoulSilver and HeartGold.

also what u could do istake the pokemon u want to clone then if u have a ditto(or catch one) u can put both in the day care and they will produce eggs. I put my male eevee in with a ditto and I already have four eggs from them.

What you could also do is put the Pokemon you want to clone and a ditto into the daycare and that will provide you with more of the same pokemon. I put my male eevee with a ditto and now I already have 4 eggs and once one egg shows up soon afteryou pick it up more will come.

Daycaring is not cloning their a different between them. Daycaring is where a Pokemon makes eggs and the problem is that legandary Pokemon can't make eggs...so that out of the answer.

There is actually a way. Its annoying and sometimes crashes your game. If you still want to try, Youtube has some answers. I tried it once... Its annoying, like I said. Its hard to do, but possible. You can also clone items, bit it requires dittos and snatch... I think. So, just check out youtube. Dont think you need action replay.
