Head for Cerulean City (the town where Misty is the Gym Leader). After that, mae your way across Nugget Bridge, then walk to the water on your left and use Surf. Surf downwards and then across to the left until you see the entrance to a cave. It's called Cerulean Cave. Mewtwo is inside.

Yes. Go to Misty's twon and go in the cave. ( Must have 16 badges and defeted the elite 4.
