You take the Arceus you received in the event to The Ruins of Alph. Make sure Arceus is the leader of your party. Try going into the room with the scientists and the man in the brown suit will come out and notice Arceus, then the event starts. It's pretty straight-forward from there.

To add to that answer, you'll see Cynthia and have the choice of either a lv. 1 Giratina, Dialga, or Palkia. Each have a new exclusive move.

You also can do the event later on with the Hall of Origin Arceus obtained in Sinnoh.

Well, you could use an action replay code or trade platinum to soul silver so you'll have to trade but if you want the action replay code you need to be prepared to get a lot to type in there okay.
