You meet Steven in Vermilion City (after beating the Gym leader and going into the Pokemon Fan club.) When you come out of the fan club, he will come up to you and tell you about Latios/Latias. The next time you meet him will be in Silph Co. In Saffron City. He will then give you a choice between red stone(Torchic) , green stone(Treecko), or blue stone(Mudkip). You can only get one starter without a cheat.

You get them from Steven after you have defeated Red. You only get one of them so decide well.

No you don't need all the starters you need one bulbusour(i think I spelt it right)squrtle or carmander from professer oak then get groudon then go back to professer oak then he will give you one

Beat red in mt silver and then go back to prof oak to get a hoen starter

After beating red you can get charmander bulbasuar squrtal from professer oak and you can get treekco torcick and mudkip from steven and thats the only starters you get the rest you have to to trade in to the game.

You get one Hoenn starter. Steven will ask you to choose a color at the Silph Co. building. You'll choose between green, red, or blue. Depending on your answer, he'll give you Treecko, Torchic, or Mudkip, provided you have an empty space in your team.
