geting lugia

If you have the 8th badge, go to Ecruteak, then to the kimono girls. Battle all five, and they give you the Tidal bell, and then you go to the waterfall where Lugia appears. Also, unless using another kind of ball, make sure you get the Master Ball from Prof. Elm.

You need the following:
-The Rising Badge
-The five Kimono Girls in Ecruteak City Defeated
-The Tidal Bell

I recommend you don' use the Master Ball on Lugia since there are other, rarer, more powerful Legendary Pokemon

I think you're missing the same thing I missed. After the dragon's den first visit, where Clair gives you the Rising Badge, you should have visited her in her Gym again so that she gives you the TM Dragon Pulse. Then, you need to head to New Bark Town and talk to Prof. Elm, and he'll say that the kimono girls are waiting for you at Ecruteak. Go there and defeat them, and they'll give you the tidal bell, and tell you to meet them at the Whirl Islands. When you go to the cave where Lugia should appear, you'll see that they're waiting for you, and that they're getting ready to call LUGIA from the depths of the waterfall basin.
