Its part of a quest. Near the cave where Raikou's emblem was, in a tree. U need a Pokemon with 1tackle to get it...
Go to teakwood forest,then capture kricketot after that,go to the cave but do not go in the cave and go east till you find a another cave do not go in it to,then use kricketot fleid move on a tree
