You can only obtain Arceus from a Nintendo Event, where you download an item into your game which allows you to encounter him.
Alternatively, you could use the Encounter code in an Action Replay and set it to encounter Arceus in the wild.

Buy an AR and the code should already be on just follow intruction. If not then connect the ar with a usb into your computer and install software with disk. The rest is easy to figure out

Well you have to have actions replay codes to get aruceus there will be a green man stading next to the counter to give you and you have to finished the game then go to spear piller and it will ask you do you want to blow the flute
