You don't. The only way to obtain Arceus is to have one transferred to your game at a Nintendo Event, or to use a cheating device to make him appear (although this may cause him to disobey you).

Volke there is one other possiable way to get it and thats with the azure flute(wich you can get by nintendo event which at the moment is not scheduled to happen any time soon). Take the flute to spear piller and the flute will start to make a sound and the agame will ask you if you want to blow the flute pick yes and a stair way will apear and then go up the stairs and he will be wating at lvl 80 he will know refresh, recover, hyper beam, future sight. A good Pokemon to use is sebleye cause he is not effected by arceuses attacks.

You need a nintendo event or a action replay. Sorry, don't have the code, or you can use Pokemon modifier. (For the Ar)
