You really only have 3 options to be honest.
1) If you have an action replay,it shouldn't be a problem if you use the Pokemon modifier code.
2) You can use the GTS (Global Trading Station) in Jubilife City.
3) Which is the most trustful way is go to the Pokemon trading forum and make a topic and do a wifi trade.

If you have an action replay, you should be able to make them, otherwise the only legit way to obtain them atm is to migrate them from emerald once you complete the hoenn dex. To get them on Emerald you need to catch all 200 Pokemon in the hoenn dex then show the professor and he will let you choose one. Once you have it on emerald you can migrate them over to platinum and catch them in Pal Park.

If you have collesum and a gba Pokemon game this may take some time to do because you need both beat and the colour of first cipher peon you battle

Ok I have the real truthful way and the on e sure way is to catcth them in Pokemon colusseum and trade them in to emeralde and again trade them in to you're game. But they will b in there 2nd forms and you will have to make eggs fo te 1st stages. The wifi way is easier but you might end up trade rare pokmon for a common pokemon. Hopes this helps
