For the sake of subs, I'll throw this down on SC and e-mail you.
Rock Climb, The hidden Machine, Can be located on route 217, Just north of a hiker's house (the hiker had lost the HM, but will give it to you once it is brought to him.). You must have also defeated Candace, The gym leader of snowpoint, In order to use this HM outside of battle.

Rock Climb is on Route 217. If you find it go back to the hunter and he will give you an Icicle Plate for being so honest. Note: The man lets you keep the HM too.
