Ummm...OK. What's your question? If you're asking how to get the pokeradar you need to complete the Sinnoh Dex. Before you can get it.

To get the pokeradar, you have to:
1)Complete the Sinnoh Dex & obtain the National Dex.
2)Defeat the Elite Four & Champion.
3)Talk with Oak in Pal Park after doing 1 and 2.
