The Sinnoh Underground (D/P/Pt) is Wi-Fi enabled, yes. However, due to differences in programming between D/P and Platinum, it is possible to go solo Underground in Diamond and Pearl if you're using a ROM version... something that you, sadly, cannot do in Platinum.

No it isn't but I think Nintendo are doing that in generation 5 of the Pokemon series
