I have a level 100 Mew that I am trying to trade but every time I find something to trade it for it says "that Pokemon may not be offered for trade" I recived it in a trade and it does not know any hm moves I do not know what eles to check.

The person who traded it to you could have used an Action Replay to obtain it. Sometimes, certain Pokemon obtained by using an Action Replay cannot be traded for some reason, and chances are they won't obey you in battle either. Unfortunately, Mew is one of those pokemon. It's usually legendaries who can only be obtained at Nintendo Events.
What Volke said is true. Also, if you have gotten it certain ribbons. If it dosnt have any extra ribbons, it's a hack. Hope I helped!
