A friend told me you could get a ticket from professor rowan after you've caught every pokemon(in shino).the ticket brings you some where east to snowpoint city to an island where in pearl you get Lugia and in diamind you get celiby.is it true?

No, your friend was either mistaken or lying, the only way to get Lugia on either Diamond or Pearl is to migrate it from a generation III game where you could get a ticket to take you to Navel Rock where you can catch Lugia and Ho-Oh (perhaps your friends was taking about that). The other way to get LUgia was to purify it on Pokemon XD then trading it and migrating it to Pearl or Diamond. You could always use an Action Replay to catch one in the wild or recieve a hatched Lugia if you wanted to do that but I personally perfer to attempt the genuine method(s) first.

I believe what your friend told you was a lie.
The only thing that is true is about there being a ship at Snowpoint City.
