It is a glitch Pokemon from Pokemon Red and Blue which is obtainable by using the cinnibar island or Mew glitches. It is unobtainable in Diamond or Pearl and even if it becomes so in the fututre I suggest you do not try to get it as it would almost certainly corrupt your game.

Missingno is nothing more that a data glich. If you can't tell it's a bunch of pixels. Missingno stands for missing number.
