What I would do is put the Action Replay in first then after it says insert cartridge take out the Action Replay and put the game in there without the game inside the Action Replay then press the star at the bottom of the screen which looks like this * and it should have the list of cheats.

Well, years ago when I had an Action Replay DS, I would encounter that problem quite a bit. What I did to solve this problem was actually something very simple. What I did was cut the power from my Nintendo DS, and take out the Action Replay DS. After you take that out, you should remove the game inside next. Then, blow into the Action Replay, and on the game. Slide the game back into the opening of the Action Replay, and make sure that it is not loose. Then turn on your Nintendo DS again, and the Action Replay should work properly. On a side note, this question has nothing to do with Pokemon Pearl, it is related to the Action Replay. Since that is the case, it should be asked in the Pokemon Action Replay Forum. http://forums.supercheats.com/forums.php?forum=1828

Hope this helps.
