The reason it's not evolving is you need to trade with a dubious disk

To make your Porygon evolve into Porygon 2 you need to trade it while it is holding an up-grade. Then if you want to make it evolve again trade it holding the Dubious Disc, then you will have a Porygon z.

You see, your Porygon will not evolve even though he is on such a high level because he does not evolve into Porgyon 2 by growing a big number of levels. Oh no, Porygon evolves by the item trading method, which means that you have to make him hold a certain item, then you have to trade it to another game. First, you must make Porygon hold the Silph Upgrades, and trade it to another game so that he can evolve into Porygon 2. Second, you must get the Dubious disk, and make Porygon 2 hold that, then trade it to another game. You should have a Porygon Z now.

Some Pokemon need to be traded in order to evolve, like graveler into golem, etc. But some Pokemon need to hold on item while being traded in order to evolve (like onix into Steelix (with metal coat), or slowpoke into slowking (with king's rock)). Porygon is special, because in order to get to it's third form, it needs to be traded with an item twice. The first time with an up-grade (which you can get from Prof. Oak after beating elite 4 and seeing all 150 sinnoh Pokemon (he is in the vacant house in the down left corner of Eterna City)), and the second time with a dubious disk (somewhere above battle area). After the first trade, it will be a Porygon2, and after the second, a Porygon-Z.
