Get some honey, and go slather it on some orange trees, and wait a while to see if a Burmy comes around. Or, you could try trading someone that has a Burmy, see if you have a Pokemon that they don't.

I have just found a burmy you should probably get them at lvl five. All you have to do is look around for a orange tree (or go to floroma town and theres one in flower patch)there are orange trees around the game everywhere. You need honey also, all you have to do is push A on the orange tree and slather honey on them. Check later and there's a good chance there would be a burmy. Hope this helps alot. =)
