You cant. The game was made without shaymin or arcerus in it. Sorry.

There IS a code to unlock him, but there are certain things about him that aren't like Arceus:

1)Has the EXACT same moveset of Arceus, even Judgment.
2)Icon shows up as Bulbasaur.
3)Is #0
4)Shows up as a Steel-type Decoy in dungeons.
5)Judgment's name shows up as $$$. VERY powerful, though.

You have to have that Pokemodifier on to have it work, though. Be careful: Bring a Pok�mon you don't mind losing to a dungeon.

And while we're on the subject, I'm sure there is a Shaymin one like that as well...

You could always insert arceus data into the file manually, by changing and adding a whole load of data.
