Iv unlocked luminus spring but the voice there says you can not evolve but I'm lv 100.i havent been useing ar codes.the little bear Pokemon was aloud to evolve into ursuaring so whats up with me and turtwig?

You must proceed with the second part by talking to Mr.Mime in town. When you get stuck anywhere, just do some random mission on Bulletin Board till the story proceed again.
After beating the second part, you have to recruit Palkia, do random mission for 3 days (in-game) till Marine Resort in unlocked. Then you will be able to evolve you and your partner.
