1) I'm sorry, but Eevee isn't available as a starter in Explorers of Darkness or Time. Instead, they replaced Eevee for Skitty. They were crazy, and I right? Although, it is possible to obtain Eevee in Darkness and Time. You can find Eevee in the following places: Mystery Jungle floors 1-29, and Mystifying Forest floors 1-13.
2) Eevee to Umbreon: IQ of 2 or more + Lunar Ribbon. Eevee to Espeon: IQ of 2 or more + Sun Ribbon. I'm sorry, but I currently have no clue where these items are located.
3) There is no such code sorry.
