It will not let me back into temporal tower.please tell me how to get back in there.

You have to go back to the beach and talk to lapras again. You will get a confermation to go to Hidden Land again. Accept it. Go through Hidden Land. Then, it will take you automatically to Temporal Tower where you can face again and then recruit Dialga. Dialga is a little bit easier than before. He will be at level 48 when you recruit him.
