The Elite Four is much stronger the second time around. What you need to do is train your Pokemon. I would suggest to train all of them to Level 65-70. I would also suggest buying plenty of revives and hyper potions before facing them.

Lugia can be a little difficult to catch, since it's at Level 70 in Pokemon HeartGold. I would suggest lower it's HP to red, and then either paralyze it or make it fall asleep. Pokemon are easier to catch when they have a status condition. From there, throw Ultra Balls until you catch it. It might be hard, but it's well worth it.

Hope this helps!
