Celebi can be obtained by Trade, Migration (Pal Park), or an Action Replay Code in Pokemon HeartGold.

You could get Celebi from an old event but now you will have to Trade with someone or someone on these forums.

To get ho-oh you have to beat all team rocket and go to the top of the radio tower and the director will come and give you the rainbow wing and the clear bell, then you have to fly to ecruteak city and climb the bell tower and ho-oh will appear.
