You don't get the poke flute. First get your radio upgraded. (You get the radio at Goldenrod radiostation then you get the upgrade at Lavender town's radio station after you restore the power.) When you get the upgrade go to the radio section on your pokegear move the circle around until you see Poke Flute at the top where it says the station name.

You have to go to Lavendar Town and go to the Radio Tower, talk to every1 there because someone gives you another Radio Card but I forgot who.

The Poke Flute isn't an item, however it is a Radio Station broadcasted in Kanto.
There are some steps to get the Kanto stations to work on your Pokegear, which are:
1. Go to the Power Plant and talk to the Leader.
2. Try to leave and the attendant will tell you there's a shady character in Cerulean City.
3. Go into the Cerulean Gym and a Rocket Grunt will run into you, talk to you, and run out of the Gym.
4. Go up to the Nugget Bridge and challenge him.
5. Find the Machine Part (in one of the inner tubes) in the Gym and bring it back to the Power Plant Leader.
6. Go to Lavender Town and walk into the Radio Tower. Talk to the attendant in the middle of the room and you'll receive the EXPN Card.

Once you have the expn card go by the snorlax and get on the rdio. Move around the top until it says pokeflute.exit and snorlax will wake up
