On Pokemon Diamond? You go to Hearthome and to the house near the Contest Hall and a woman will be in there. The first time you talk to her, she'll introduce herself as Bebe, and tell you she created the PC boxes. The second time you talk to her, she will offer you a Eevee. Make sure you have a free spot in your party, and she'll give you a Level 5 Eevee. Glad I could help.

On Pokemon Diamond. You go to Hearthome then go to the House next to the Pokemon Center and talk to the girl. First she will introduce herself as Bebe then if you talk to her again she will ask you if you would like the Pokemon EEVEE click yes and she will give you a Male EEVEE at LV. 5.
BUT MAKE SURE YOU COMPLETE THE SINNOH POKEDEX BY SEEING EVERY Pokemon.

Complete the pokedex and go to rowan and talk to him(you will be interrupted by oak).Then fly to hearthome ago to the house in the middle of the contest hall and talk to the woman there.(twice).the second time she will ask you if you want a male eevee. Say yes and she will give you a male eevee which is level 5. You can evolve it into a flareon(fire stone), jolteon(thunder stone) or a vaporeon(water stone).
