I would recommend you change Rotom to it's Mow Form (Grass) or keep it in it's original form. If you change it to it's Mow Form, you should have good coverage to most Water-Type Pokemon (but not Empoleon). If you keep it in it's original form, you will have good coverage against Water-Type Pokemon (including Empoleon).
