You need to see the 151 Pokemon in the Sinnoh Region, before you can get the National Pokedex.

When you have seen the 150 Pokemon from the sinnoh pokedex you walk up to professor rowans lab in sandgem town and professor oak will be there and will give you the national dex and will also grant you access to Pal Park.
