Question for Pokemon Diamond

What do the messages that appear on tv mean?? Some lady was talking about the blizzard in route 217....she said that there might be people going there to see if they can catch a rare Pokemon...is that like their way of saying that there's a rare Pokemon in there go look for it..because I don't wanna go on a wild goose chase :S...

By rare Pokemon, they mean Pokemon that can survive the Weather Conditions (Snover and Medicham).
