How do I get hearthome city gym leader to appear?

You must first defeat the first four Gym Leaders -
1. Roark - Oreburgh City Gym Leader
2. Gardenia - Eterna City Gym Leader
3. Maylene - Veilstone City Gym Leader
4. Crasher Wake - Pastoria City Gym Leader
Then, you can go back to Hearthome City, and the gym leader will be there.

You have to get rid of the psyducks with serectpotion the go to celestral town get surf the fly back to hearthome city then she should be there

You need to go to Lake Valor's Entrance and talk to Cynthia. She will give you the secret potion when you say yes to her question. Go to the cafe where you can buy MooMoo milk. You will find some Psyduck. Talk to them and say yes. Now go to Celestic Town, defeat the Galactic Grunt. He has Beautifly and Croagunk. Give the Old Charm to the elder. Enter the cave, talk to the picture on the wall. The elder will give you the HM03 Surf after you talk to her twice. Go out of the cave, Cyrus will talk to you, Fly to Hearthome City and you can go to the gym. The gym is GHOST TYPE. Hope I helped.
