Make sure it's connected to the ds or else it wont work by itself.

Since your question was not completely clear, I will give multiple solutions for each possible scenario I figure is possible. If you are talking about a computer sync, you are out of luck, for I have no knowledge in that subject.

Scenario 1: Action Replay is connected to DS, with game cartridge inserted, but is not responding within the opened application.

Scenario 2: The game has loaded already but the Action Replay value codes are not affecting anything within the game.

Scenario 3: The Action Replay application is not even opening at all.

Solution 1: The game cartridge may be scratched or damaged by the Action Replay itself. Action Replay has been known to damage games internally making them absolutely useless or hard to use. I suggest either getting a new game to replace the old one, stop using Action Replay, or keep searching for an answer.

Solution 2: Make sure you have a master code on if there is one, sometimes one code has to be on for any codes to work. Make sure the codes you are using are on or the codes have the right values. There is not much more you can do to fix scenario 2, but I still recommend stop using code inputting devices.

Solution 3: Try making sure your Action Replay is inserted correctly. If you are using a Nintendo 3DS, Action Replay will not work no matter how hard you try. If you are using a DSI, make sure you have Action Replay DSI.

Hope I helped.
