At ruin maniac cave or the chances are even better at ruin maniac tunnel.(to unlock the tunnel catch 10 different and I repeat 10 different unknown)

You can find the Hippoptas Pokemon in two dufferent locations. One is in the cave that is south of VeilStone City, and the other location is the rocky grass around the Fight Area.

Hippopotas can be found in the Ruin Maniac Cave along Route 212, however he is very rare.
Once you've obtained the National Pokedex and beaten the Elite Four, you can also find Hippopotas along Route 228; he's much more common here. However, along Route 228, you can also find it's evolved form, so you might as well catch him.
