There are only two possible reasons that I am aware of that can cause a Pokemon to disobey.
1-Your Pokemon is at too high a level. One badge is up to level 20, two badges is up to level 30, three badges is up to level 40, and so on. If this is the case, you simply need to earn more badges.
2-The Pokemon is a hack or was hacked at some point. It is not uncommon for hacked Pokemon to disobey. If this is the case, the Pokemon will NEVER obey.

It's probably because you don't have enough Gym Badges. Trying earning a couple more and see if that helps.
If you obtained this Pokemon from a Cheat, this may be the reasons why it's not obeying you.

Thanks! It helped! I got the pokemon right after i chose my starter so i guess it's level is too high.dArKmO0n135 answered:
It's probably because you might not have enough badges for it to listen to you. ^^;
If you DO have all 8, then I'm not sure.
