Yes.
A better question would be "How do you get Mewtwo?" The answer would be to trade for one or transfer one. There was also an event for a level 70 Mewtwo, but it has been over for quite a while.

There was this YouTube video where he caught a mewtwo with walking in route 4 did he FAKE IT BECAUSE I WASTED MY BATTERY SEARCHING FOR AN HOUR
