Trade for one.
Methinks the event is still active though...The event gives a level 100 Zekrom to Black versions or a level 100 Reshiram to White versions. Each have somewhat special movesets. (No shiny)

I'm not sure if it's true but I've heard that you must capture all Pokemon in the national Dex , then go to dragon spiral tower, I'm not sure if it's true but you can try it if you want.
