First you have to build the bike, then ride over to the dragon and ring the bell. When the dragon turns around and folds it's wings, a path of studs will appear, leading to an entrance to a room on the right. Ride over to the room, still ringing the bell, and as soon you hit an invisible wall, jump off the bike and run inside. Inside the room somewhere, there will be a gold cup. Pick up the cup and go back outside. The chest will blow up and become a giant hammer use the hammer with Wingardium Leviosa and hit the lock. Then use Wingardium Leviosa again to move the bolts out of place.
