Go to back to the bar, near where you leave the goblets, don't go right up to slughorn

GET past washing machine

You have to complete the picture upstairs and it will give you the tap. U then pick it up and take it to the barrel in the bottom right corner upstairs. Then take the cup to prof slughorn and presto!

The picture isn't upstairs, its the guy in the bath. Shoot the yellow duck off the the wall upstairs, go downstairs and give it to the guy in the picture.
