This might sound crazy but when I enter the Nepto Temple and walk up to the dragon, it won't let me talk to it. Is there something wrong with my game? Or have I did something wrong when playing it?

I think you need to use Mini on the whole team and enter in through the statue's mouth to obtain it's missing eye jewel and put the jewel back on the statue. I hope this helps.
You use mini on all team members so you can enter the dragons mouth.
