Depending on it's stats, all digimon can be powerful. Some digimon have higher base stats than others, but through degenerating and digivolving, any digimon can become stronger.
The best way to get a good base stat is to dna for the digmon you want. That way they reach max stats easier and faster.

The best digimon is a matter of opinion, for example I think that shinegreymonRM is pretty cool but in actual fact ChronomonHM is better because of it's traits. DNA digimon are usually the best because they have good traits like Susanoomon with status barrier.
