My friend told me that if you go to the butterfly and bug enclosure in the museam you can talk to tortimer and he'll giv you emoticons are they lieing??? If they are how the heck do you get emoticons because my friend got them

No, that is not true. There are amazing things done with hacking, so he may have hacked to do that. There is a way without cheating to get emotions (not emoticons).(for emoticons, you can type in a smiley that can look like this
:-). You can't get smileys like the ones Supercheats has) If you speak to Dr. Shrunk (a pink visitor that will come on random days) you can pick an emotion. He will tell you a story, then when he shows the emotion tap your character. You will learn the emotion. You can acess them in the talking menu.

I think they got mixed up. You can talk to Tortimer on Bug-Off events outside The Town Hall, but he doesn't give you emoticons.
However, the person who DOES is Dr. Shrunk. He's a pink... THING (for lack of better word XD) with a yellow outfit that walks around your Town on a random day Mon-Fri between 6am-12am.
