The poodle appears when Nook (the owner of nook's cranny) upgrades his shop to
Nookington's (the last upgrade) her name is Harriet she'll be there inside Nookington's

Just in case you wanna know the requirements to have Nookington's here they are

U need to earn lots of points on the pma manchine at Tom Nooks store you get points whenever you make a purchase at his store
Pay the loan of you're house (not necessary)

And have someone with Animal Crossing come to you're town and make a purchase at Tom Nook's Store

Jackieboy Tips:

The Poodle is not a guest in your Town, instead, you must upgrade Nooks' store the final stage, Nookington's. This will require you to buy a grand totla of (roughly) 240, 000 Bells worth of merchandise. You must also get a friend form another town to buy a product from Nook's store, as well.

Once Nook has upgrade, a shop will appear in the back, called Shampoodle. Harriet the Poodle will work there as the hairdresser and sell haircuts for 3,000 Bells.
