First of all you will need a lucario already.then transfer a DIDO from Pokemon emerald.after you transfered it put both in the day care and wait a day or to.when you have the egg just hatch it and it will be at lvl 1.(you can do this with any Pokemon you want, but I'm not sure about legendarys.)
