To get Rotom (Ghost-Electric) you need to get the National Dex and bring a Pokemon with cut and wait until night time. Then enter the Eterna Forest from Eterna City. You will see the gym leader in front of some trees. She will tell you about a Pokemon in there. Go into the house and go upstairs and go into the hallway in the middle and find a room with the tv on. Talk to the tv and Rotom will appear. It is level 15 so you might want to use the TM False swipe from the department store.
