I paid 39 coins to upgrade my FP from chet rippo. But when I did, I had 10 FP and it upgraded to 20. My BP was at 9 but dropped to 6. It's also preventing me from using special hammer and jump attacks. How do I get back to regular conditions?!?!?!?

Here is a tip in Paper Mario. Never trust Chet Rippo. He gives you great power in one stat,but it drops the other two. The only thing you have to do is not save. I repeat,not save. If you don't save,your stats will be back to normal. If you do save,then good luck trying to level up again. Hope this helps.
Chet rippo is a fraud. Don't use him. Just level up the old fashioned way. He will decrease the other two stats that you didn't choose. And you can't get them back unless you die or reset without saving and depending on your last save that could set you back a lot. I would never use him.
