There are 17 playable characters in Mario Kart 7. You start with only 8 characters and later unlock the other 9. Different characters will have different weights which can affect speed, acceleration, weight, off-road etc. This is a list of all the characters in Mario Kart 7.

Unlockable Characters:

Daisy - Achieve 1st place in the 150cc Mushroom Cup.
Wario - Achieve 1st place in the 150cc Flower Cup.
Rosalina - Achieve 1st place in the 150cc Star Cup.
Metal Mario - Achieve 1st place in the 150cc Special Cup.
Shy Guy - Achieve 1st place in the 150cc Shell Cup.
Honey Queen - Achieve 1st place in the 150cc Banana Cup.
Wiggler - Achieve 1st place in the 150cc Leaf Cup.
Lakitu - Achieve 1st place in the 150cc Lightning Cup.
Mii - Achieve 1st place in all 8 cups in either 50cc or 100cc.
