How to practice using a neighbors fire hydrant
Help completing this social task. At a neighbors but they need to buy the hydrant. How do I ask them to do this?

Generally you can add Neighbors with Facebook or GameCenter.

For Social tasks the only way you can complete them is if you have the neighbor with the right equipment that you need to complete the task. Eg, an Auction Podium, or a Mirror etc... Depending on the task.
