My Sim is in an opened area, but won't move.

My Sim is in an opened area, but won't move.
One of my sims are at work at the police station. She has finished her task. The task bar is completely full and has been that way for over an hour now.
She keeps waving and other sims are walking though her.
I have tried opening and closing the app a couple of times, but I can't get her to do anything.
Has anybody else had this and were you able to fix it?
